The Treasury have agreed that, pending the actual raising of a loan, the Crown Agents should make the necessary advances from the Joint Colonial Fund on the security of the Loan Ordinance, and that, if the prospects of raising a loan in London were to be unfavourable at a time when it was necessary to repay such advances, the necessary funds should be provided by the Treasury in the form of an advance to the Hong Kong Government provided for on Colonial Office Votes. You will doubtless keep the Crown Agents informed as to the advances required from the Joint Colonial Fund from time to time on the above basis.
